He told me the quickest way to get pulled over is drive exactly the speed limit, and to be very careful not to violate any traffic law. They are TRAINED to see this is suspicious behavior. If you drive a little over the speed limit and they DO pull you over and you say "what the fuck do you want?"; something registers in their tiny brains that "This is not the droid we are looking for".
