you forgot article I section 8 of constitution gives congress the right to regulate the militia.

To provide for calling forth the Militia to execute the Laws
of the Union, suppress Insurrections and repel Invasions;

To provide for organizing, arming, and disciplining, the
Militia, and for governing such Part of them as may be
employed in the Service of the United States, reserving to
the States respectively, the Appointment of the Officers,
and the Authority of training the Militia according to the
discipline prescribed by Congress;

this section is before the 2nd amendment and clearly gives congress the power to regulate the militia, which is a group of armed people. citizen or not.

Note the portion "and for governing such Part of them as may be employed in the Service of the United States". Clearly it recognizes that all militia are not employed by the US and that states must regulate/discipline them as congress see fit.
