Can Someone help me find something?

I found a great phrase posted by someone either her on GLP or at Timetravel institute i searched both but cant find it now.

The phrase was a reply by someone about LHC Cern
and was something ilke
"You have to dream up something to create something?"

and then someone replyed something similar to:
"not good idea to dream up the LHC Cern machine"

I realy like to find that words again since i like them
