can anyone help me find a provision in FOIA......I need to find something crucial

If any of you have any knowledge as how to obtain legally strictly verification of ssn numbers it would help my searth quest for truth. Besides the SS administration and the Selective service, how can I through the Freedom of Information Act gain critical info as to the public record of who and when someone applied for a SSN in CT at the age of 15?????? If you havent figured out who I am talking about it is good ole' Barry. Apparently through public access and Personal Investigators knowledge, Mr. Barry has a CT SSN in which has been used since 1980. I have the privelage of liveing within 5 miles of the place it was apparently applied for. Is there any Freedom of Information Act guidance one of you could give me to possibly even just veryify whom, when, and at what time and date this particular number was applied for in which is completely 100% legit legally?????? If so, there may be a bombshell of evidence regarding why and whom he has or had connections with in CT during the time frame of 1975 and 1979. I know about Orly Taitz but this would be cream of the crop if I could prove a timeframe for this, and who physically applied for this material. a back up video of a PI is below and a current court hearing that is currently active of the 4th of MAY 2011.
