Start looking for jobs and apartments for her. Make living there inconvenient by invading her privacy. Ask her questions that will annoy her like “what are your plans?” Don’t loan her money without a signed contract. I would also get her to pay rent. I have seen adult children move in and try to take over. They tend to end up on Dr Phil and True Crime stories. I saw an elderly woman have a heart attack due to stress of adult son in the house; his father couldn’t get him to stop interfering with his financial affairs and was ready to jump off a bridge. Desperate people do desperate things.

She is depressed and has lost hope. This current world offers little to younger people as the economy, health, life dreams are stalled. She is lucky to have parents who have opened their home for her respite. Many do not and they end up homeless and turning to drugs. Working together with her to find hope and possibilities will do wonders to get her motivated. Being parents as you know doesn't stop when they move out...and then back in.
