Thats what the caveats are for. They limit the scope to only a few. For example, TS/Exxxx Exxxx Oxxx references a select group of people who can access that TS info. I cant say what the xxxxx is... but suffice to say its the caveat that controls WHO sees what.

There is organizations that do not answer to the u.s government. They are separated by treaty and diplomatic immunity but are part of the united states establishment.

I once heard... cough cough... about a meeting where other agencies were at, ops meeting, and two guys in suits came in... prior to this everyone was told not to talk or ask these gentleman which agency they were from or ask their names.... at the conclusion of the meeting, they got up spoke to some very high ranking officials and left... legend says that no one knew where they were from or which agency and that they were the men in black... ;)
