Hell even if you have a TS clearance you can't just poke around looking at whatever is out there at that level. Someone has to allow you to because you'd have to have a "need to know" before being granted access to it.

This came out in congress went the two men were giving information about the Clintons and tax evasion, why they were doing it was for the money you get if you can give the evidence and unless it is real you don't get paid. This leads to other problems because they were not registered agents for other countries which can send you to jail. This happened to other people who didn't have this known or registered. The problem with the Clintons is worse because the database was easy for other countries to see and get information about what happened. China killed some assets, a group of them, of the CIA. He didn't put some things out for the national security of some countries. Some things were not life-threatening but it was something a group of people was doing.
