The Navy being a bit short, after huge cost overruns that Congress didn't want to fund, said "Sure" and they struck a deal where he would buy the Naval Base and the Navy would lease back part of it for the next 20 years. After 20 years he can lease it or sell it to anybody he wants, ie: whoever pays the most, including the Chinese.

NATO and the U.S. share bases all over the world especially Europe. Now if you were talking about the U.N. blue helmets then that would be interesting.

NATO has always been here. Joint forces been here since the 80s, the command MI Ed from Norfolk to Suffolk, now back to Norfolk. The navy always closes and reopens commands.
