No, this is a shitty DNA problem. IQ and impulse control are genetic and black DNA is severely lacking in the genes for both qualities (there are thousands of genes that determine IQ and impulse control.) Stop blaming society and/or exterior factors for black behavior. The sooner society accepts that this is a genetic issue the sooner things can improve since it's then and only then that we'll start basing public policy on facts rather than fantasy and lies.

The explanation for this is that people who evolved in colder climates had to have as high IQ as possible and also impulse control to be able to plan for the long winter months when food was scarce. If you lacked the genes for IQ and also the genes that allowed impulse control to come naturally to you then you just died off. If you are dead you don't pass on your shitty DNA. This led to a concentration of high IQ and impulse control genes in those populations.

That is why even in Europe, the further south you go the lower the average IQ is of the indigenous population. The African continent doesn't experience harsh winters so, that's how we got here.

All of that is determined by DNA. A "culture" is determined collectively by a groups DNA. That is why France has French culture, China has Chinese culture, etc. Once you start mixing populations that have been isolated from each other (and evolved very differently a a result) together like the US has since 1965, you have issues. And you have those issues because of differences in DNA. The US was founded by non hispanic whites for non hispanic. Until 1965 the vast majority of immigration was from European countries. There is variation in genes by region in Europe but it's much more similar then the genes you'll find in Africans vs Europeans.

Even upbringing is largely determined by DNA. Children are abused because their parents lack impulse control so they beat them or because their parents has a gene that makes them a sick fuck who is attracted to children.

It's hard to accept but at least 50% of what people are is because of the genes they inherited from their parents. That doesn't mean we should excuse behavior that is harmful to others because why a person acts the way they do is because of their genetics and, as a result. It does mean that we need to be honest about this and start basing public policies on facts.
