Didn't know Jacksonville represented the entire state of Florida. Do you know how they reduce homeless population numbers? By procuring for them bus tickets to other cities and states and also by simply not counting them to receive funding for that particular program.

Also you forgot to mention that New York based program had 70 other participating cities, most of which have also seen an increase in homeless population since their 2016 Zero initiative. Did DeSantis increase those cities homeless population too?
