- NATO Article 5 is for defense against an attack on a member nation. The Lithuanian blockade is an offensive act of war (i.e. they started it).

- Russia has a treaty with Lithuania for transporting goods, which overrides NATO.

Not that these legalities would stop them.

My understanding is that the Russians already have serious military resources in Kaliningrad. They don't have to have a major buildup on the Russian side to make an offensive to open a route to Kalinigrad.

Good point about Belarus. Russia has been arming them for quite a while now, so I believe Belarus more than capable of making the move.
