Stealing would imply that CIA is incompetent. Are you saying that CIA is incompetent?

Personally, I think that all the tech that Chinese have "stolen" was in reality given to them to copy and manufacture, because... indeed, U.S. has no chip-manufacturing facilities worth mentioning on the U.S. territory.

All manufacturing plants are now in Asia... and that's no coincidence... nor CIA's incompetence, either.

I think that CIA is an extremely competent organization (one should always give credit where credit is due). It's just not working for the U.S. or in U.S. interest.
