Ukraine does not have set borders; it is still the same territory that was in effect during USSR falling and them going separate from Russia back in the 1990s which makes them a non-country they are still linked to Russia because they did not work to fix borders. I am not making this up, they just never went to the trouble of becoming a separate full country which was brought up in the UN and they checked it and say this was correct. Yes, borders do matter more than you seem to think in this regard, this is why Russia gave the Republic separate from Ukraine to two separate areas into their own government by law, yes, they could legally do this. Ukraine was a separate area of the USSR and Russia, they weren't different countries, from what I understand Lenin set it up for some reason to have it separate, it may have had something to do with the farmland.

Until people start to check historical facts, the media and others are going to continue to ignore the truth, they know this and they should not have gotten in bed with criminals in Ukraine or even put themselves into businesses and other underhanded enterprises. It started in 2003 and was never finished, only valuable mark is point where Russian, Belarus and Ukraine borders meet. In 2019 Ukraine denounced this friendship agreement, so border limitation was not just not finished, but also has been denounced by Ukraine.

So Russia has open border dispute with Ukraine, and that's why it can't let Ukraine join NATO.
