Perhaps Putin is pulling troops near Donbass because Zelensky brought in a huge amount of heavy military equipment.
Now he is shelling Donbass with small equipment every other day, but apparently he and NATO are getting ready for something serious, the warm-up is over.
The only way to force Russia to use weapons is to start bombing the Russians in Donbass. It would be a shame for Russia to leave it unchecked.

What neither side is taking into account though is how radical these Ukrainians are. Those fools are so gung ho for a war they can't win, it's really beyond comprehension. Would not put it past them to do something incredibly reckless to start a war. I think they'll be surprised to find out though that the US and by extension the whole of NATO really isn't ready to come to their aid. I think we'll just bow out of the whole thing and watch Russia roll right over Eastern Europe.
