That is complete garbage! If someone is murdered/manslaughtered, then yes that is an abuse of trust for a police officer - SO? Is that saying that police officers are MORE liable? Because they normally seem to be immune from anything. Do we have a special case of a different standard?
Particular cruelty? In a group? In the presence of children? What about... while holding a ham sandwhich? Or in the presence of Horses. You can just tag things on so it seems.
