That warehouse could be a legit storage location for unused ballots that were printed by a legit/registered ballot printer located in Arizona. Printer could be regional serving a specific area or specific states.

The point is they are brand new stilled wrapped from the ballot printing shop which is obviously in Arizona. They would not be folded until they are placed in the privacy envelope. It’s completely logical there would be lots of leftover ballots as you would want to be sure you have more than you need.
