Medical people---Are there studies, documents, laws---stating that if you already have antibodies to a virus no vaccine should be administered?

Hearing that 100's of thousands of people have been exposed to the corona virus and developed antibodies. Many never had any symptoms or tests. If they are now immune to the corona virus because they have developed antibodies to it, isn't that a powerful reason to legally be able to say no to having to receive the covid vaccine in order to work or travel etc. Might it actually be dangerous to have natural immunity and be forced to then get a vax? Might a titer always be the proper thing to be done before any vaccine could be given? Especially this rushed covid vaccine production without even animal studies done?
