28 degrees? Thats not cold for dogs. Get a life. We have farm animals here in the midwest. 28 degrees is nothing for them. Come on your joking right? How do you think wild life stays alive? It does. Should I bring my cows in the house. Pigs? I never worry about such warm temps. Maybe 10 or more below. But even then some straw and a building they are good.

There are wild dogs that live in subzero syberia. You're overreacting.

Hell, they’ve allowed the literal tearing limb from limb of helpless babies. We should have stormed the state capitals with pitchforks and torches many years ago.

But in this case, yes 28 degrees is below freezing but usually a dog should be ok. What is concerning is the distress calls of the animal. Someone should check on him, plus neighbors are subjected to this noise.

If I dialed 911 every time I heard a dog scream where I live, it would tie the line up indefinitely,regardless the weather.

Maybe just take a big blanket for that dog,and walk away. Dogs are smart. It will snuggle and make a bed with it.
If it screams like you say on a regular basis,and is being taken care of,Calling Emergency numbers is not the best route.
You CAN go talk to your neighbor.

Just remember that just because an animal is not dressed in sweaters and hair bows,and indoors with a fireplace,it does not mean it is abused.
Some animals are well taken care of,but still very verbal,to the point of irritating the less tolerant, Just like some humans.

But could a chihuahua live in that inviroment or a teacup yorkie? I do not think they would survive it outside in Syberia.
