Though everyone still technically and legally has freedom to do exactly that.

There is nothing stopping the majority from choosing their own leader, and putting in a whole congress and senate with their own people and passing laws to outlaw Deep State, and go through all the books and find all the illegal programs, documents, bills and ordinances and arresting them.
