From personal experience, I can tell you this, EVERY attorney, judge and law enforcement officer is taught that "I don't recall" is the go to reply for a topic you don't want to address. They start teaching you that in the academy and law schools, and it is reinforced throughout ones career. Call my cynical all you want, but as soon as someone that is employed in law enforcement or the legal profession in some capacity says "I don't recall", I know they're lying.

What if they don't actually recall?

It also avoids perjury charges. Had all of the people Mueller investigated used it, none would be charged with perjury and that is most of the charges.
