Ever since that very strange meeting in the White House where Trump went off the rails I have been cautiously observing events. The comments made that day by Trump at the meeting in and of themselves were distressing. Game or not, the talk was dangerous and utterly foolish. I was actually quite shocked to hear him talk like that. I got the YouTube video saved in my YouTube (from the one you posted) and will be watching it later tonight. Thanks for posting it. Trump has zero power to "make" legislation. Basically what he did was force the STATES to make whatever move they've been cooking up for the last several years. The STATES.
