Let's look at how ignorant you are of how your own country works.

To begin, there is no law against flag burning.

Texas v. Johnson, 491 U.S. 397 (1989) is a Supreme Court ruling that ruled flag burning to be protected speech under the 1st amendment.

Secondly, trump would have to violate the law to charge anyone.

Thirdly, the President is the executive branch, which does not have the Constitutional power to make laws, which he would have to do in this case.
