While I do not know for certain due to my limited knowledge in this particular field of expertise, this mans statment could actually be correct.

When being raped, a womans body goes into fight-or-flight mode, in which her body is flooded with physcial performance enhancing chemicals such as adreneline.
When someone enters into fight or flight mode, all their non-major bodily functions are completely halted.
Even a persons digestive system will stop in accordance to the activation of a persons sympathetic nervous system.

This, fight or flight mode, has a added effect of stopping all sexual processes in human males, it will even prevent a man from getting aroused and/or acheiving a erection while in this stress mode.
And while I do know that the Flight-or-flight responses in humans surpresses male sexual processes, I am unsure if the same applies to woman. Thus, I cannot be completely sure if Todd Akins statement is entirely accurate.

Considering the stats for women who are able to have orgasms under safe and loving circumstances are quite low to begin with, I think the test you site is bogus.
