So euhm what exactly is the link between social liberalism and communism?

To illustrate, communism is a society based solely on the assumption that a planned economy is the way to go. Social liberalism is based on capitalism for most products and a few essential products (such as police, fire and in some cases things as public transport or broadcasting as well) being centrally planned by the government.

As long as a nation does not go for a fully planned economy then it isn't communistic. So how exactly can a social liberal nation be considered communistic (to illustrate, Japan, the Netherlands, Sweden and Germany are all social liberal)?
