French Foreign Minister Bernard Kouchner will call for the creation of a World Environment Organization at the upcoming UN Conference on Climate Change in Copenhagen, the ministry said Friday.

Kouchner plans to propose the creation of the new UN body during curtain time of the climate change conference while meeting with UN Secretary-General Ban Ki-moon, the ministry said in a press briefing.

France regarded such an organization as an anchor for the 500-odd multilateral environmental agreements that are currently dispersed, said the ministry.

France believed that such an organization could also help implement the agreement that emerges from the Copenhagen conference, and hoped that the new UN body could be formed at the meeting, the ministry added.

Britain and France are proposing to tackle climate change with a 30 billion US dollar environmental fund.

French President Nicolas Sarkozy made the announcement after joining the Commonwealth meeting in Trinidad and Tobago. Sarkozy said the money will be spent from 2010 to 2012. He also said that France will propose the creation a new UN body called the World Environment Organization, whose main task would be to implement the agreement that emerges from the Copenhagen meeting.

China, India, Three Other Nations, Threaten Copenhagen Walkout

December 1 2009 (LPAC)--China, India, South Africa, and Brazil have signed a draft declaration which includes these nations' non-negotiable demands for the Copenhagen climate summit in December, and they threaten to walk out together, along with Sudan, if they are not met. The declaration was drafted by Beijing, and Prime Minister Wen Jiabao called a previously unannounced meeting in Beijing Nov. 27 with the outspoken Indian Environment Minister Jairam Ramesh, Brazilian Presidential Advisor Marcel Fortuna Biato, South African Environment Minister Buyelwa Sonjica, and the Sudanese representative of the G77 nations, who were in China for consultations.

After the meeting, Ramesh emphasized that the draft declaration includes agreement to walk out of Copenhagen, if necessary, to protect their national interests. "We will not exit in isolation. We will co-ordinate our exit if any of our non-negotiable terms is violated. Our entry and exit will be collective," Ramesh said. "This BASIC draft fully meets India's goals and aspirations. We hope it is made the basis of discussions at the conference." The "non-negotiables," he said, are that countries would never accept legally binding emissions cuts, unsupported mitigation actions, international measurement, reporting and verification of unsupported mitigation actions, or the use of climate change as a trade barrier, The Hindu reported Nov 29.

The carbon emission notion that is driving the current thrust for worldwide acceptance of carbon-trading schemes is now at a critical stage. The stakes are not so much for protecting the Earth, but, instead, for political domination of the planet.

If there were enough people awake now, we would already be seeing retaliation and anger in the streets, and the PTB with their families would be cowering in their gilded cages. No one knows for sure what causes ice ages -- or kicks Earth climate out of them -- but scientists suspect wobbles in planet's orbit change the amount of sunlight hitting the surface enough to affect temperatures every 100,000 years or so.

Still, glaciers melted rapidly near the end of the last ice age, and CO2 levels in the atmosphere rose by 100 parts per million.

Dear Secretary of State Milliband

My friend, who is in farming at the moment, recently received a cheque for £3,000 from the Rural Payments Agency for not rearing pigs. I would like to join the 'not rearing pigs' business.

In your opinion, what is the best kind of farm not to rear pigs on, and which is the best breed of pig not to rear? I want to be sure I approach this endeavour in keeping with all government policies, as dictated by the EU under the Common Agricultural Policy. I would prefer not to rear bacon pigs, but if this is not the type you want not rearing, I will gladly not rear porkers. Are there any advantages in not rearing rare breeds such as Saddlebacks or Gloucester Old Spots, or are too many people already not rearing these?

As I see it, the hardest part of this programme will be keeping an accurate record of how many pigs I haven't reared. Are there Government or Local Authority courses on this?

My friend is very satisfied with this business. He has been rearing pigs for forty years or so, and the best he ever made on them was £1,422 in 1968. That is - until this year, when he received a cheque for not rearing any.

If I get £3,000 for not rearing 50 pigs, will I get £6,000 for not rearing 100?

I plan to operate on a small scale at first, holding myself down to about 4,000 pigs not raised, which will mean about £240,000 for the first year. As I become more expert in not rearing pigs, I plan to be more ambitious, perhaps increasing to, say, 40,000 pigs not reared in my second year, for which I should expect about £2.4 Million from your department. Incidentally, I wonder if I would be eligible to receive tradable carbon credits for all of these pigs not producing harmful and polluting methane gas?

Another point: These pigs that I plan not to rear will not eat 2,000 tonnes of cereals. I understand that you also pay farmers for not growing crops. Will I qualify for payments for not growing cereals to not feed the pigs I don't rear?

I am also considering the 'not milking cows' business, so please send any information you have on that too. Please could you also include the current Defra advice on set aside fields? Can this be done on an e-commerce basis with virtual fields (of which I seem to have several thousand hectares)?

In view of the above you will realise that I will be totally unemployed, and will therefore qualify for unemployment benefits.

I shall of course be voting for your party at the next general election.
