Instead of taxing, the money needed could come from reducing the law enforcement budget wasted on Marijuana prohibition & enforcement. That money could be shifted to city coffers to pay for schools & public works projects, etc.

I don't know any dealers who do shitty things to weed except for maybe skimp the sack. It's too expensive to put other shit in there. However, I don't live in a gang infested area so I don't buy weed from thugs; usually they are my friends.
