NY & NJ had ever right to believe the plane would not be stopped. And of course the Air Force 1 Markings must have really confused them. (They said they specifically used the back up plane as it was crucial to their photo shoot).

The plane was indeed one of several which carry the President; the term Air Force One is only used when the President is aboard. And it wasn't a drill, it was (allegedly) a photo shoot and (by some accounts) also a training exercise.

This was a highly unusual event; I work for a large firm with strong ties to the city, state and fed. We are always told in advance of any "fly bye's," tours, dedications, fleet week, Memorial Day etc. Since 9/11, there have been many occasions when such things were to take place and we were always told in advance. Our firm has employees on both sides of the Hudson in Lower Manhattan and Jersey City. I was in the top floor (40th) of the Jersey City building. It was no fun seeing that plane make a u-turn for the third time heading straight for us. And it was no fun walking down 40 stories to evacuate. People were pretty scared. To find out this was all for the purpose of a "photo shoot" is both unbelievable and pathetic. Someone is either lying or covering something up. Oh, and by the way, it was NOT clear day by any means in and around NYC this morning. Smog everywhere and thick. Why would they go through such effort (to take photos) when the sky wasn't even clear and the Statue of Liberty and buildings of Manhattan where all greyed out?? Nuts.
