Top military officers lash out at US espionage

Chinese naval generals yesterday said the USNS Impeccable had acted "like a spy", and defended the navy's interception as "totally within our rights".

Vice-Admiral Jin Mao, former vice-commander of the People's Liberation Army's (PLA) navy, said that the American vessel is not just a surveillance ship, but a spy ship.

"What was the ship doing? Anyone with eyes can see, and our navy can see even more clearly," Jin told China Daily yesterday on the sidelines of the ongoing session of the National People's Congress.

"Go and ask the Americans, ask their embassy. Ask their officials what their ship was doing in Chinese waters," he said when asked by the foreign media to comment on the incident.

Rear-Admiral Zhang Deshun, deputy chief-of-staff of the PLA's navy, also said the US vessel is a spy ship.

The Impeccable carried a 2-km-long detection cable and its sheer presence threatened Chinese vessels in the country's maritime territory, he said, adding that the US navy's surveillance near Chinese maritime territory has been consistent, but this time "it is too close".

"It's like a man with a criminal record wandering just outside the gate of a family home. When the host comes out to find out what he is doing there, the man complains that the host had violated his rights," Jin said.

Rear-Admiral Lin Yongqing, former deputy chief-of-staff of the PLA's South China Sea Fleet, said the response of Chinese ships was "nothing wrong".

"It's easy to tell (who's right and who's wrong). The Chinese ships were exercising their legal rights," Lin said.

Rear-Admiral Zhang Huachen, from the East China Sea Fleet, said Beijing is "strongly against" Washington's military moves in China's exclusive economic zone in the South China Sea and defended Chinese ships' activities there.

China always shows tolerance, but that does not mean the country is weak, said Major-General Luo Yuan, a military researcher and top political advisor.

In April 2001, a US spy plane collided mid-air with a Chinese fighter jet off Hainan, killing one Chinese pilot and forcing the American plane to make an emergency landing at a Hainan air base. China released the 24 crew after the US expressed regret.

Commercial bribery cases and crimes related to finance, securities and real estate, as well as job-related offenses in infrastructure construction and reconstruction of the earthquake-hit regions will receive special attention, he said.

Cao said law enforcement efforts improved last year; and good progress had been made in fighting corruption.

However, both Wang and Cao admitted that problems still exist. "Some judges are incapable of finding solutions while facing new situations or new problems," Wang said.

He said some judges don't have a strong sense of "serving the people" and sometime "turn a cold face" to people's needs.

Wang said some judicial staff take bribes while handling cases, causing severe damage to the system's reputation.

Han Deyun, a lawyer from Chongqing and also a NPC deputy, said the two reports, with detailed figures, reflect changes in the judiciary amid the current economic crisis.

"While the number of violent crimes decreased last year, economic crimes were on the rise. That reflects some new tendencies."

Russia, China Call for Restraint on Korean Peninsula

Russia and China say they are concerned about rising tensions on the Korean peninsula, with North Korea issuing new warnings about annual military exercises by U.S. and South Korean troops.

Russian Foreign Minister Sergei Lavrov and his Chinese counterpart, Yang Jiechi, discussed the situation by telephone on Wednesday.

Russia's Foreign Ministry says the two foreign ministers are urging the US and South Korea to avoid actions that could undermine security and stability in the region. It also says Lavrov and Yang want the dispute to be resolved peacefully through political and diplomatic means.

Earlier Wednesday, North Korea's Foreign Ministry said Pyongyang will take every necessary measure to defend itself against what it called threats to its sovereignty.

The ministry repeated its claim that the U.S.-South Korean military drills are preparation for an invasion.

The exercises come at a time of rising tensions between the two Koreas, and growing pressure on North Korea to end its nuclear weapons program and drop plans to test a long-range missile.

On Tuesday, top U.S. intelligence official Dennis Blair said he believes North Korea will go ahead with its planned space launch. Mr. Blair, the Director of National Intelligence, said the technology for the launch is the same as that used to launch a ballistic missile.

North Korea has warned it will retaliate against anyone seeking to intercept what it calls a planned satellite launch.

The joint U.S.-South Korean maneuvers involve a U.S. aircraft carrier, 26,000 U.S. troops and more than 30,000 South Korean soldiers. The maneuvers are scheduled to end on March 20.

A: The claims by the US are flatly inaccurate and unacceptable to China. On the issue of foreign ships engaging in activities in China’s exclusive economic zone, the UN Convention on the Law of the Sea, Law of the People’s Republic of China on the Exclusive Economic Zone and the Continental Shelf, and Regulations of the People’s Republic of China on the Management of Foreign-Related Marine Scientific Research all have clear stipulations. The Chinese Government has always handled such activities in strict accordance with the above regulations. Engaging in activities in China’s exclusive economic zone in the South China Sea without China’s permission, US navy surveillance ship Impeccable broke relevant international law as well as Chinese laws and regulations. China has lodged solemn representations to the US. We urge the US to take effective measures to prevent similar incidents occurring in the future.

Q: The US claims that this happened in international waters. Would you say that those were international waters or Chinese territory?

A: I’ve clearly stated that the US ship engaged in activities in China’s exclusive economic zone without China’s permission, and broke the international law as well as Chinese laws and regulations. We have requested the US to take effective measures to prevent similar incidents occurring in the future.

Q: On DPRK Premier’s visit to China, can you brief us on the purpose of the visit and detailed meeting arrangements? Are there any plans that Chinese leaders will visit the DPRK?

A: Cabinet Premier Kim Yong Il of the Democratic People's Republic of Korea will pay an official goodwill visit to China from March 17 to 21. During his visit, Chinese leaders will hold meetings and talks with him. Apart from China-DPRK relations, the two sides will exchange views on international and regional issues of common concern. Arrangements about the visit are under consultation.

Q: Can I go back to the naval question again? If this was an illegal act, why was it that vessels which weren’t part of the Chinese navy were used in the response to the US ship? Is it Chinese Government policy to send patrollers to deal with this kind of incursions?

A: The US assertion is flatly inaccurate and unacceptable to China. China handles such activities in strict accordance with the UN Convention on the Law of the Sea, Law of the People’s Republic of China on the Exclusive Economic Zone and the Continental Shelf, and Regulations of the People’s Republic of China on the Management of Foreign-Related Marine Scientific Research.

Q: The DPRK said recently that it will retaliate if countries try to intercept its attempt to put a satellite into orbit. Does China have any comments on that?

A: We believe that maintaining peace and stability on the Korean Peninsula is in the interests of all parties. We hope relevant parties will do more to contribute to peace and stability on the Peninsula and in the region.

Q: Can you clearly explain which article of the international law that the US ship broke and which specific act of the US ship broke the international law?

A: It seems that you are very interested in this issue. I think China’s position is already very clear, and I responded to the US stories. I can also tell you that China handles such issues in accordance with relevant laws and regulations. I have nothing more to add.

Q:It’s reported that Prime Minister Tsvangirai of the coalition government of Zimbabwe was injured in a car accident. His wife was killed. Do you have any comment on this?

A: We express deep condolences and sincere sympathy to Prime Minister Tsvangirai for the death of his wife and his injury in the car accident, and wish him an early recovery. We hope this will not affect the political reconciliation process in Zimbabwe and the coalition government of Zimbabwe will continue to run smoothly.

Q: I want to go back to the question of the US surveillance ship. You did mention a number of laws. Could you clarify what specific parts of the UN Convention on the Law of the Sea and Chinese laws of the sea are concerned so that we can refer to it and see on paper to know what you are talking about?

A:While answering the questions, I mentioned three laws: UN Convention on the Law of the Sea, Law of the People’s Republic of China on the Exclusive Economic Zone and the Continental Shelf, and Regulations of the People’s Republic of China on the Management of Foreign-related Marine Scientific Research. I suggest you go back to do some homework, reading these laws carefully, and you will thereby find the answer you want.

Q: Can you characterize the nature of this dispute? It took years to overcome the fictions between the two countries after the EP-3 incident last time. Is it something that will remain in the military sphere or will endanger the overall relationship?

A: The facts of the EP-3 incident were clear. I do not want to make more comments here again. On the incident of Impeccable, the US Navy surveillance ship, this time, I have already made China’s view and position clearly. I have nothing more to add.

Q: Two questions. The first one is about the ship conflict in the South China Sea. Foreign Minister Yang Jiechi is currently visiting the United States. Will his trip be affected by the incident? Will this question be raised during his talks with the US side? What else will they discuss? On your second question, China has taken note of the decision made by the Sudanese Government and the concerns of the United Nations. It is our hope that the UN can have thorough consultations with the Sudanese Government, so as to ensure the humanitarian situation in the Darfur region will not be affected.

Q: Also on the naval vessel issue. If the US side were to stop its activities in the South China Sea, will China consider that the incident is over? Or does it have anything to do with recent reports saying that the US Congress may approve more arms sales to Taiwan?

A: Regarding this incident, China has lodged a solemn representation to the United States. We urge the US side to take effective measures to prevent such incident from happening again.

On the issue of arms sales to Taiwan, our position is clear and consistent. We are resolutely opposed to the US arms sales to Taiwan. The position remains unchanged.

Q: China and the United States have earlier resumed military dialogues. Will this incident have any impact on China-US military cooperation or dialogues?

Yep, they have just been stirring the wok since the USA spy plane crash with plane and landed in China in 2000, and since Washington and Beijing are strained over issues such as human rights and U.S. support for Taiwan.

The USA has had other close calls with Iranian Revolutionary Guard boats "harassed and provoked" three U.S. Navy ships last year...

until they stop copying everything from everybody with no shame. They should shut the fuck up.

Alot of companies would be doing alot better if they could sell the products they researched, financed and patented, instead of seing everybody buying a cheap chinese copy.

You folks don't get it. This is media hype to ramp up the next "red menace" in case the stimufuck doesn't work and the ChiCom's come calling for their $$$$$$, which we don't have (by the way) and by monetizing the debt (through the Fed) we effectively devalue our own currency, which pisses off people who are heavily vested in Treasuries, namely China.

I don't know how war strategies, maneuvers & military tactics go...You could strategically station troops, if you have a navy, place subs/ships/air force, troops ready on alert. Stratigraphical would be off the pacific coast, Canada, Mexico/Venezuela....Create a diversion, say a launching of a test satellite , DPRK maybe...Or start a skirmish to get the enemy troops on some wild goose chase. Send a EMP at the same time, knocking out the enemies comms...While they are diverted, move in..Or plunge them into economic chaos...War is expensive, but to the victor goes the spoils...

It could be anything at this point...

Wait until the Chinese military starts to become a real match to the US's in about a decade, particularly their navy when near their own waters.

This is just a precursor to what the Chinese mindset is going to be ... and why the China and the US are eventually going to be brought right to the edge of a major conflict ... or possibly engage in one.
