Frequently water lines, sewer lines, gas lines etc are run on the undercarriage of a bridge. All it takes to read the specs installing water, sewer and gas lines on bridges is a quick search But we know you’re too lazy. Read your own source and you'll see why it's not done [EPA regs] as it specifically only mentions smaller bridges crossing a "STREAM, STEEP HILL, HIGHWAY OR RAILWAY" and not a 1200' span crossing a major high-traffic waterway.
