Both above and below span walkways are just that: so safety engineers can conduct routine inspection for wear and damage; and they are NOT conduits for utility services as you stupidly suggested. They may carry electrical cables for bridge lights [which are mandatory on support towers] and on-deck electronic signage but never sewer, water or gas lines due to EPA regulations.


BTW: Newer spans may even have robotic units that track under a bridge deck and use cameras for those inspections instead of doing it manually. Even the Golden Gate bridge -that was built in 1936- has a mechanical platform called "traveler" that continuously moves under that span repainting as needed, but it is still manned and not fully-automated.

Sewage is not water and water is not gas. Read your own source and you'll see why it's not done [EPA regs] as it specifically only mentions smaller bridges crossing a "STREAM, STEEP HILL, HIGHWAY OR RAILWAY" and not a 1200' span crossing a major high-traffic waterway.
