After the vax there are more disabled people than dead ones.

Beside that on long run depopulation numbers will be higher they are facing years with unmanageable numbers of disabled people. Even bouncing them on the medical services still pose management and economic consequences they cannot cope with if they don't turn those disabled quickly into dead bodies.

Even if they dismiss general population just special categories who have the ability to voice their dissent quite well could create a critical mass. Police officers, doctors, fire fighters, teachers and public servants.
