So it literally means FUK U ISLAND!

Which is exactly what it is doing to the island of Japan.

Then why do they need to release it to dilute it? Wouldn't that make it less clean?

River water ends up in the ocean.

Even if they bottle this water and make people drink it or use it for farming, it'll sooner or later find it's way in to the ocean.

The solution to pollution is dilution

Wouldn't it be filtered through the Japs first? I mean the Japs told us it will be safer then drinking waters.

One reason why I will never visit Japan! Too many monsters and radiation. You have Godzilla, Ghidorah, Mothera, Atragon and Rodan. Ever since I was a child, all I saw about Japan was monsters and Samurai ninja warlords. No thank you!

None of these things exist in Japan but if you travel to Osaka where Osaka locals love to cough at people deliberately, you could see some human monsters. This could be the reason for it.
