This is because the Constitution prohibits anyone who has been convicted of a felony from holding federal office. The exception to this rule is if the felony was pardoned by the President. Believe it or not, ultimately, the decision of whether or not to allow felons to run for president is up to the American people. If the American people decide that they want to allow felons to run for president, then the Constitution can be amended to change the eligibility requirements.
