The forces of anarchy, or godlessness and atheism are not necessarily equivalent. Any particular action is expressed depending on a momentary intent, not a philosophy of legal regulation. There is no absolute correlation with any particular action to a any particular intent. Anarchy can be expressed to beneficial ends or not, who makes that determination? Godlessness can mean not being swayed by internal fantasies, likewise Atheism. It can also mean the opposite, not being guided by higher intelligence. He is speaking of a mess, and his statement is a mess: a artistic representation of what he is truing to convey. Suitable for television sound bites and GLP cynicism. A real effort would involve an analysis of the situation. I would say the boomers dying white knuckled as their power slowly slips from their desperate grasp is the cause the pall of tension weighing on the Earths population. Their fear of death meeting their maker unprepared. It will end when they shuffle off this mortal coil and younger and naturally more hopeful leaders, full of expansive actions, not recoiling ones, take their place.
