Multiple redundancies built into the system. The US had 4 command centers any of which could launch big boom booms. Senior senators all issued sat phones likely to be able to authorize striked in the event the main beast gets decapitated. Russia is probably similar with automated retaliation systems in addition to the above, hope that helps.

Probably far worse then people can imagine. Absolutely amazing during cold war with no real threat of nuclear war, people were protesting. Today with real threat of nuclear war, no one is protesting what is coming. Even though i believe nuclear war is coming, its amazing to not see any people on streets protesting against it. Its more real then it ever was, and no one seems to understand.
