His point is: investigations are going on. But nothing happens. Nothing comes from it.

Those whose job it is to hold people accountable, aren't doing anything. Rick suspects the reason for this is because they're being blackmailed, and are afraid to hold anyone accountable.

And because of this, there can never be any justice for all the endless ongoing corruption.

I can't say I disagree with Rick. But I don't know what can be done to fix this situation. This country is completely fucked.

From what I know about Ricky Schroeder (which is precious little), he was once into the mormon church and believes there is a "higher source" but doesn't consider himself big on religion.
