No, He’s talking about future Israel and judgment against them in the 7-year Tribulation particularly the latter half also called the Great Tribulation. This is why the 7-year Tribulation will take place, it’s judgment on Israel. When the church is removed, grace is lifted, the restrainer is removed (the degree to which he holds back evil and lawlessness is removed) and the 7-year Tribulation begins.
