The only way this system would work is if everyone had similar beliefs and living within a mostly homogenous society. Strict control usually only works longterm if a population is homogeneous, see China. China can be as oppressive as they see fit and the people will accept it because they are mostly all the same. If the population was more diverse, they’d likely have more uprisings due to those who migrated not being willing to accept whatever changes the govt sees fit for their constituents.
