I'll admit that as far as reports go, the new moon wasn't visually sighted to my knowledge in Israel. Regardless it was out of conjunction and was over 1% illuminated, a crescent moon.

The most likely explanation why it was not seen being due to the Atmospheric conditions, There were High clouds throughout all the land of Israel.

The New Moon can be forecast in Advance, whether it's seen or not
