These balloons might be scattering some sort of airborne payload as they go, such as detachable drones or gliders that remain in areas it has already left. Alternatively, the balloon could be a distraction sent in advance of the real threat, so that military attention is focused on the wrong thing while a drone or vehicle tails it, following the path it has already taken.
