There is no proof it is maneuverable. It appears to be riding the jet stream upper level winds.

From what I have heard, it came down from the Alaska area, over the Western part of Canada, crossed into the US in Montana. It has since travelled on down over Kansas and Missouri heading deeper South.

If you look at a map of the world and draw a line on that trajectory, you will see that this balloon is headed towards Costa Rica. Ironically, where the second balloon has been spotted.

Did we miss the first one, entirely? Probably not, but the admin never uttered a word about it. Now we have a second one.

My opinion, this is no spy balloon. China has satellites and Google Earth. They don't need to use spy balloons unless they want to prove/make a point.

EDIT: Jetstream is probably not the word to use. 60,000 ft. is closer to stratosphere level.

I'm not sure if it could be a blimp or a dirigible. I don't know if it's possible to get that much mass up to that altitude using current materials. Whatever the ballon really is, it's there. The USAF has plenty of aircraft that can intercept it and photograph and scan it. I'm sure electronic emissions are being monitored.
