To "drop a grid" takes multiple coordinated strikes delivered by powerful devices (such as nukes).

Any of you ever study Gamma bursts? it takes big gear to deliver anything significant. Thousands of pounds of gear needed with even more weight in "batteries". If I had to guess, it would take 100s of balloons around one mile up, not one balloon 12 miles up. No way.
