Explosive report says CIA director William J Burns traveled to Moscow mid January to make the deal but Zelenskyy said he didn't want his territory divided and didn't want to accept and Putin rejected the offer saying he would win.
This was reported in the Swiss-German newspaper Neue Zurcher Zeitung (NZZ) quoting German officials.
After the offer failed, Biden said, "We're sending tanks."
