I read a post years ago that said if ever there was to be an event that would hit America, it would occur at 3pm eastern time to catch everyone during business hours, maximizing the element of confusion. I thought of this when I read your post.
Quoting: Misty eyed 1812768 9/11 was in the morning, but after everyone was at work. Definitely confusing. I was in a suburb, husband was in the (small) city...in was freaking out thinking a plane was going to kill him. Then the drive home was insane because everyone was trying to get gas, places hiked the prices, it was chaos.
