It's not actually cyclical, it just appears that way because its part of Earth's defense system and Earth has been under attack for the last few thousand years.

Cyclical everything is, however that's not the only explanation.

I think humanity has always been crazy and chaotic. In addition we are now more aware of it than ever before with the exponential population growth and the Advent of the internet so we can all share our crazy all day long.

They are trying to trigger a response from "upstairs" by driving the reality into a wall. This is an abandoned simulation and NO ONE can get out. They are trying to see if someone is still in charge here from the upper levels.
