Summary:

The government can't censor you, but they can pay people to censor you.

Just like the government isn't allowed to collect certain information, but they can buy it from Google / Facebook etc.

The government can't X but they can pay a company to dX.

Long story short, DHS/DNC/etc was paying EIP (a group, made for this purpose, that attempts to remove posts from Facebook/Twitter/etc) to censor their political opponents.

The members that make up the EIP all received grants WAY above the norm (for example, the Alantic Council received 4.7 million in grants since 2021 (the group received less than a million, yearly, since 2011).
