Yes, training accidents happen. But how does one accidentally launch an anti-air missile? After serving with the ROKs for three years and living in and visiting many parts of S. Korea, I'll say it is the land of "Can do" with a "Good enough" mentality. Still, he ROKs are my brothers and sisters and I'd give my life for them.
