RUssia plowed money into their nuke program to move beyond the standard ballistic missiles, which can be intercepted by ballistic trajectory prediction software. They were not a wealthy country, but even they realized a true nuclear deterrant cannot rely on old ballistic missiles anymore. Maybe the US has some fancy new stuff as well. Now would be the time to disclose it if we do. Such disclosure might convince Russia not to conduct a first strike.
