The supervillain comparison is made way too often with him but he’s probably the purest distillation of that concept to ever exist on the corporeal plane. It’s almost inconceivable what he pulled off. He’s probably still running the government from a bunker

After the USSR collapsed, the Doomsday Project (a secret committee that included Cheney & Rumsfeld, ostensibly intended to maintain gvmt function in the event of catastrophe) started to fall apart w/o a nuclear threat. OKC was a great excuse to beef it up and refocus on terrorism
