And NOBODY (even the Feds) can do anything about it ! this is about the colorado river....tex-tard In most if not all of the upper and lower basin state members of the CO River watershed it is different. A lot of the large aquifers are adjudicated. In CA there are appropriative and overlying users with different rights. If you own land, you can pump from the ground at your discretion unless the basin is adjudicated (extractions parsed out between landowners). But you can't be "appropriative", meaning pump and serve water to other users (e.g. just start your own water company without a complicated process). |
