On Monday, MTA Bridges & Tunnels officials invited the Advance/SILive.com to visit the Verrazzano-Narrows Bridge to speak with agency officers about their work identifying and interdicting vehicles using fake, covered or obstructed license plates to avoid tolls. Since the MTA transitioned to a cashless tolling system in 2017, agency officers have issued over 38,000 summonses to motorists with fake, covered or obstructed license plates, impounding over 6,700 vehicles from drivers who have had their registrations suspended for repeatedly refusing to pay their tolls despite prior summonses, according to the agency. So far this year, the MTA has issued roughly 2,000 summonses for bogus plates and impounded approximately 1,100 vehicles from repeat offenders, with over 1,300 summonses and 500 impoundments since May, when the agency announced a crackdown on toll evaders. During Monday’s event, a vehicle using a fake, paper license plate was intercepted and impounded shortly after passing through the tolling gantry, with officers determining that the vehicle’s registration had been suspended for unpaid tolls. When vehicles with suspended registrations for unpaid tolls pass under the cashless tolling gantries, officers receive an alert and immediately move to interdict the vehicle. Jason Vasquez, an MTA Bridges & Tunnels officer who has been on the job for over 15 years, said he impounds roughly three to five vehicles during a single shift, in addition to issuing summonses and arresting motorists for counterfeit tags. “Toll evasion has become a big part of our job now with the rise of counterfeit tags, illegally registered cars, altered plates and covered plates,” Vasquez said. Drivers found to have covered or obstructed their license plates are subject to fines up to $300, while those with forged plates face arrest, with the agency taking nearly 30 fraudulent plate users into custody this year and nearly 100 since the agency transitioned to cashless tolling in 2017. As noted, those with a suspended registration due to unpaid tolls have their vehicle impounded, with some of the worst offenders owing over $50,000 to the agency in unpaid tolls and associated fees. “Whatever we’re alerted to on our plate hunters as far as vehicles that have had their registrations suspended, we then locate the vehicle, pull it over, inform the motorist of such and proceed with whatever the outcome of the vehicle’s offense will be, whether it be towing the vehicle or placing the motorist under arrest,” Vazquez explained. The agency said that most of these interdictions occur during the morning and evening rush hours, when the highest vehicle volume crossing the bridge. Recouping unpaid tolls is critical for the MTA, with the agency facing severe financial challenges due to continued low mass transit ridership since the start of the coronavirus pandemic. “Our main goals at Bridges & Tunnels are traffic safety and protection of revenue,” said DeCrescenzo. “We know what our revenue is used for; supporting the capital program and making sure that we subsidize mass transit. We gave a little over $1.3 billion to transit last year from toll revenue after we covered our expenses.” While ridership on MTA buses and subways remains at roughly 60% of pre-pandemic levels, traffic volumes at agency crossings have rebounded to near pre-pandemic levels. “We’re back. Last year, we did about 318 million vehicles across our facilities, which is almost at the 2019 number, which was a little over 330 million, so we’re right there with pre-pandemic numbers,” DeCrescenzo said. Since the transition to cashless tolling, the MTA has recovered 90% of all unpaid tolls from repeat offenders with suspended registrations, equaling roughly $48 million, according to the agency. “Those people who are covering their plates or have fake plates, a couple things they should know. It’s illegal to cover your plate, even with a clear, plastic cover,” DeCrescenzo said. “People who go online and think it’s a quick way to re-register their car by buying a fake tag or printing out something online, they may not even known it’s fake. So go to the Department of Motor Vehicles and register your vehicle the proper way. Those are the two biggest things from an educational piece,” he added. ISSUE EXTENDS TO NYC, PORT AUTHORITY The MTA isn’t the only agency losing out on valuable revenue due to faulty license plates. In April, a report from THE CITY found that New York City has lost out on roughly $75 million in automated enforcement revenue over the past two years due to obstructed or improper license plates. Though the Department of Transportation (DOT) does not publicly disclose instances in which city cameras are unable to read the license plate of a vehicle recorded for an automated enforcement violation, a Freedom of Information Law (FOIL) request filed by THE CITY shed new light on the issue that has only grown worse in recent years. The data obtained by THE CITY showed that from January 2016 to March 2020, roughly 1% of monthly automated enforcement infractions featured an unreadable plate -- meaning the vehicle in question could not be ticketed for the offense. However, the percentage of unreadable images has since skyrocketed, with nearly 4% of images featuring an unreadable plate in December 2021, the last month for which THE CITY had received full data. Since March 2020, there have been approximately 1.5 million instances in which speed or red light camera tickets were evaded through the use of obstructed or improper plates, costing the city up to $75 million in lost revenue, with each automated enforcement violation carrying a fine of $50, according to the report. “Drivers using illegal license plates to evade accountability make our city more dangerous, while taking away revenue from life-saving street improvements,” Danny Harris, executive director of the non-profit advocacy group Transportation Alternatives, told THE CITY. The reported uptick in automated enforcement evasion comes at a time when the NYPD is ticketing far fewer motorists for obstructed or improper/missing plates than had been the case in years past. During the first three months of 2022, the NYPD has issued a total of 1,280 citywide plate-related violations, down roughly 71% from the 4,355 such violations issued in the first quarter of 2021, according to NYPD data. On Staten Island, the NYPD only issued 29 violations for plate-related violations during the first three months of the year, down roughly 84% from the 180 such violations issued over the same timespan in 2021, data shows. This year, the Port Authority has caught a number of egregious, toll-evading offenders, including a Staten Island resident whose vehicle was impounded after being caught with 980 known violations, totaling over $64,000 in unpaid tolls and fees, the agency said. Other high-level offenders included a New York resident who was stopped on the George Washington Bridge who owed over $29,000 for 438 known violations, and a Bronx resident who was stopped on Staten Island and owed over $24,000 for 367 known violations, according to the agency. Additionally, Port Authority officers on Staten Island impounded a vehicle whose registrant owed over $18,000 to the agency and over $100,000 to the MTA. As of May, the Port Authority Police Department had written over 4,000 summonses for toll evasion and impounded nearly 300 vehicles with suspended registrations whose owners owed more than $1.7 million to the agency, data shows over 51,000 vehicles have had their registration suspended for failing to pay tolls to the Port Authority, according to agency data. |
